The weapon licensing laws of FEW assume that the most lethal weapons are Grav tech based; grav tech can be jammed. Civilians are therefore allowed Grav Tech weapons.
Sub-lethal weapons/ ammunition are lower CR than lethal. Big weapons are harder to hide.
This results in it being easier to obtain a license for a large calibre Grav pistol than a smaller calibre non-grav, the reasoning becomes clearer when examining this document. The 8mm pistol has one sublethal option. The 10mm has six options.
Sublethal does assume the common practice of civilians wearing nanoweave body armour.
